India Office to Foreign Office.—(Received October 20.)

India Office, October 19, 1906. I AM directed by the Secretary of State for India in Council to reply to your letter of the 20th ultimo on the subject of the restriction of the cultivation and use of opium in China.

I am to say that, in Mr. Secretary Morley's opinion, the right attitude of His Majesty's Minister in this matter is to assure the Chinese Government that His Majesty's Government appreciate the benefits likely to accrue to the Chinese people from an effective control over the production of the drug and from a diminished consumption, and that His Majesty's Government, taking note of the declaration that the restrictive regulations will not discriminate unfairly against foreign opium, are prepared to consider in a sympathetic spirit any specific proposals which the Chinese Government may wish to make agreeably to this declaration with regard to the importation and taxation of Indian opium.
